OVERVIEW

Joe is an NFPA Certified Fire Protection Specialist, licensed as a Fire Safety Inspector I in the State of Florida.  He is retired from the Miami-Dade Fire Rescue Department where he worked as a fire fighter and paramedic and eventually served out his last 10 years in the Fire Prevention Division as an Inspector, a Fire Plans Examiner and the Fire Prevention Division Training Officer.  He has over 40 years of prior and concurrent construction experience as an Iron Worker, and a General Contractor with extensive supervisory experience.  He worked on some of the first post-tension cable and tilt-up panel projects in Miami-Dade in the early 70s.  He is well versed in the application of the National Fire Codes as relates to life safety, fire protection, and fire signaling systems.  Part of his duties included technical advisor to the Aviation Life Safety Bureau on such projects as MDAD Concourse A expansion, South Terminal Project and the Miami Intermodal Center and Rental Car Facility.

He is currently the President and Senior Consultant for Life Safety Services Inc.

PROJECT EXPERIENCE

Dolphin Mall, MDFR, FPD, Miami, Florida: On-site inspection and plan review field office.  Coordination of inspection and FPD project representative.  This was a 1,000,000 sq. ft. plus regional mall involving performance-based design and prescriptive code requirements.  Duties included consultation with contractors and design representatives.

Miami Intermodal Center and Rental Car Facility, MDFR, Miami, Florida:  Fire Prevention Division technical advisor to the Aviation Life Safety Bureau regarding code application and consultation with design representatives. Duties included review of performance based design documents; review of preliminary design documents, coordination with all other County agencies having A.H.J. responsibilities and selection of the third party verification agency.

Trump Towers, MDFR, FPD, Aventura, Florida:  Fire plans review of permit documents for Trump Towers I, II and III, a forty-story plus high-rise condominium project.  Duties included site and water requirements and coordination of compliance with the design team.

Metrorail, Independent Enterprises Inc. /RT Joint Ventures, Miami, Florida:  Construction Superintendent and company Qualifier.  Duties included the installation of the reinforcing steel in the main girders for the Metrorail project.
